13th Five Year Plan for the Development of Energy Conservation and Environmental Protection Industries


Developing energy-saving and environmental protection industries is a major measure to cultivate new driving forces for development and enhance green competitiveness. It is an important support for filling the gaps in resources and environment, improving the quality of ecological environment, and an objective requirement for promoting ecological civilization construction and building a beautiful China. In order to accelerate the cultivation of the energy-saving and environmental protection industry as a pillar industry of China's national economy, this plan is formulated in accordance with the Outline of the 13th Five Year Plan for National Economic and Social Development.


1、 Development foundation


During the 12th Five Year Plan period, with the support of a series of national policies and the joint efforts of the whole society, significant achievements have been made in the development of China's energy conservation and environmental protection industry. The industrial scale is rapidly expanding, with an output value of about 4.5 trillion yuan in 2015 and over 30 million employees. The level of technical equipment has significantly improved, with internationally leading equipment such as high-efficiency coal-fired boilers, high-efficiency motors, membrane bioreactors, and high-pressure filter presses. Significant breakthroughs have been made in ultra-low emissions of coal-fired units, clean and efficient processing and utilization of coal, remanufacturing, and other technologies. We have world-class equipment supply capabilities in dust removal and desulfurization, domestic sewage treatment, waste heat and pressure utilization, green lighting, and more. The concentration of industries has significantly increased, and more than 70 energy-saving and environmental protection leading enterprises with annual operating income exceeding 1 billion yuan have emerged, forming a number of energy-saving and environmental protection industrial bases. The energy-saving and environmental protection service industry maintains a good development momentum, and service models such as contract energy management and third-party environmental pollution control are widely applied. A number of manufacturing enterprises are rapidly transforming into production service enterprises.


At the same time, there are still many difficulties and problems in the development of China's energy conservation and environmental protection industry, highlighted by weak independent innovation capabilities, lack of fundamental, pioneering, and disruptive technological innovation, some key equipment and core components are subject to human control, difficult technologies such as garbage leachate treatment, high salt industrial wastewater treatment, and energy system optimization need to be broken through, and the supply capacity of high-end technological equipment is not strong. The market order is not standardized, and there is a prominent problem of vicious competition in areas such as environmental infrastructure construction. In some areas, local protection is severe and market competition is insufficient. The false standards of product energy efficiency and water efficiency are repeatedly banned, and some backward and inefficient technological equipment is squeezing the market for high-end products. The phenomenon of breach of contract in the energy-saving and environmental protection service industry has increased, and a mechanism for dispute resolution has not yet been established. The institutional system is not perfect, the construction of energy-saving and environmental protection standards lags behind, tax preferential policies need to be further implemented, the problem of difficult and expensive financing for enterprises is prominent, and there is a lack of effective guidance for green consumption.


Improving resource utilization efficiency, protecting and enhancing the ecological environment are eternal themes of human social development and urgent tasks facing China's development. The resource and environmental situation in our country is severe, with the strongest demand for environmental improvement in the world, the largest market for energy conservation and environmental protection, a good foundation for industrial development, and great potential for the development of energy conservation and environmental protection industries. We must firmly seize the historical opportunity, promote the integrated development of energy-saving and environmental protection industries and traditional industries, carry out green transformation of existing resources and incremental green construction, enhance the overall green competitiveness of the economy, promote the green transformation of economic and social development, and achieve greater environmental and social benefits at the least cost.


2、 Overall requirements


(1) Guiding ideology


Fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth, and Fifth Plenary Sessions of the 18th Central Committee, deeply implement the spirit of General Secretary Xi Jinping's series of important speeches, firmly establish the new development concept of innovation, coordination, green, openness, and sharing, based on the development stage and current national conditions, guided by solving prominent resource and environmental problems, focusing on improving the level of energy conservation and environmental protection supply, driven by innovation, and focusing on major projects, continuously improve policies and measures, optimize the market environment, use market mechanisms to guide social resource elements to fully and orderly invest in the energy conservation and environmental protection industry, achieve rapid, high-quality, and innovative development of the energy conservation and environmental protection industry, and provide reliable guarantees for improving environmental quality and building a beautiful China.


(2) Basic principles


Adhere to innovation leadership. Taking technological innovation in the field of energy conservation and environmental protection as the core, strengthening the combination of industry, academia, research and application, creating a collaborative innovation platform, improving original innovation capabilities, and accelerating technological updates and replacements. Promote innovation in business, service, and management models to meet diversified and personalized market demands. Promote the emergence of new technologies, products, and services, and enhance the quality and level of energy conservation and environmental protection industry supply.


Adhere to market leadership. Fully leverage the decisive role of the market in the allocation of energy conservation and environmental protection industry resources, standardize market order, and form a unified, open, equal access, and orderly competitive market system. Better leverage the role of the government, strengthen policy support, break down hidden barriers, and enhance supervision and management.


Persist in breakthroughs in key areas. Focusing on prominent issues affecting sustainable development such as system energy conservation, water, gas, and soil pollution control, tailings resource utilization, and industrial waste utilization, targeted efforts will be made to strengthen the research and development of key energy-saving and environmental protection technology and equipment products, and enhance the support capacity of the energy-saving and environmental protection industry to solve major resource and environmental problems.


Adhere to openness and win-win. Adhere to the equal emphasis on "bringing in" and "going out", encourage foreign investment, actively introduce advanced technology and management experience; In combination with the "the Belt and Road", international production capacity cooperation, green foreign assistance, etc., we will support China's energy conservation and environmental protection enterprises to participate in global ecological environmental protection.


(3) Main objectives


By 2020, the energy-saving and environmental protection industry will develop rapidly, with significant improvements in quality and efficiency. The market share of high-efficiency energy-saving and environmental protection products will also increase significantly, and a number of key core technologies will make breakthroughs. The institutional policy system conducive to the development of the energy-saving and environmental protection industry will be basically formed, and the industry will become a pillar industry of the national economy.


——The industrial scale continues to expand and the ability to absorb employment is enhanced. The added value of the energy-saving and environmental protection industry accounts for about 3% of the gross domestic product, and its ability to absorb employment has significantly increased.


——The technological level has made significant progress, and the market share of energy-saving and environmental protection equipment products has significantly increased. Having a group of key common technologies with independent intellectual property rights, breakthroughs have been made in some difficult technologies, the degree of complete equipment and localization of core components has been further improved, and the sales volume of major energy-saving and environmental protection products and equipment has doubled compared to 2015.


——The increase in industrial concentration enhances competitiveness. By 2020, cultivate a group of large-scale energy-saving and environmental protection enterprise groups with international competitiveness, and cultivate more than 100 backbone enterprises in key areas of the energy-saving and environmental protection industry. Form 20 energy-saving and environmental protection industry clusters with strong supporting capabilities, significant radiation and driving effects, and high service guarantee levels.


——The market environment is more optimized and the policy mechanism is more mature. A national unified, fully competitive, standardized and orderly market system has been basically established, and guidance and support policies such as pricing, finance and taxation, and finance are becoming increasingly sound. The willingness of the masses to purchase green products and services has significantly increased.

 


3、 Improve the supply level of technical equipment


Increase R&D investment, strengthen core technology research and development, promote interdisciplinary technological innovation, accelerate the transformation of scientific and technological achievements, carry out green equipment certification and evaluation, eliminate backward supply capacity, focus on improving the supply level of energy-saving and environmental protection industries, and comprehensively enhance the green competitiveness of equipment products.


(1) Energy saving technology equipment


Industrial boilers. Accelerate the research and development of efficient and clean combustion equipment such as high-efficiency low nitrogen burners and intelligent air distribution systems, as well as efficient heat exchange equipment such as corrugated plate heat exchangers and threaded tube heat exchangers. Support the development of boiler system energy efficiency online diagnosis and expert consultation system, main and auxiliary machine matching optimization technology, etc., continuously improving the level of boiler automatic regulation and intelligent combustion control. Promote the industrialization of efficient and environmentally friendly circulating fluidized beds, industrial coal powder boilers, and biomass pellet fuel boilers. Encourage boiler manufacturing enterprises to provide integrated services such as boiler and supporting environmental protection facility design, production, installation, and operation.


Motor system. Strengthen the research and development of core components such as insulated grid power tubes, special amorphous motors, and amorphous reactors, accelerate the application of core technologies such as ultra-high power high-voltage frequency conversion and reactive power compensation control systems, as well as key materials such as cold-rolled silicon steel sheets and new insulation materials, promote the integrated design of high-efficiency fans, water pumps, and other electromechanical equipment, and promote the integration of motor and drive systems with power electronics technology, modern information control technology, and measurement and testing technology. Accelerate the research and development demonstration of new high-efficiency motors such as rare earth permanent magnet coreless motors.


Energy system optimization. Intensify the research and promotion of system optimization technologies, encourage the integration and optimization of advanced energy-saving technologies, information control technologies, and traditional production processes, and strengthen energy conservation in process industry systems. Taking integrated design as a breakthrough point, a comprehensive energy-saving process technology route will be formed to connect the entire production process of industrial enterprises, targeting both newly added production capacity and existing capacity that meets the conditions.


Column 1 Key energy-saving technologies for optimizing energy systems in key industries


(1) Steel industry


Develop efficient recovery and resource utilization technologies for hot slag waste heat, new composite iron coke technologies, and two-stage heat exchange coke oven technologies. Promote technologies such as "one can to the end" molten iron supply, sintering flue gas circulation, and high-temperature and high-pressure dry quenching.


(2) Nonferrous Industry


Develop large-scale and intelligent technologies for aluminum electrolytic cells, as well as continuous or semi continuous magnesium smelting technologies. Promote technologies such as direct supply of aluminum liquid, new structured aluminum electrolytic cells, efficient and strengthened Bayer process alumina production, oxygen enriched smelting, and continuous copper smelting.


(3) Petrochemical and chemical industry


Develop green preparation technologies for oil products and bulk chemical raw materials, as well as intelligent control technologies for heat exchange systems in petrochemical plants. Promote technologies such as optimization of refining energy systems, lightweighting of olefin raw materials, and efficient and clean advanced coal gasification.


(4) Building materials industry


Develop information fuzzy control strategies for the entire process of cement manufacturing, new technologies for energy-saving flat glass kilns, and digital intelligent control and management technologies for float glass production processes. Promote technologies such as efficient clinker calcination, pure low-temperature waste heat power generation in glass melting furnaces, ceramic thinning, and wet to dry conversion.


(5) Coal chemical industry


Vigorously develop high-quality and efficient utilization technologies for by-products such as coke oven gas, coal tar, and calcium carbide tail gas.


The surplus can be recycled and reused. Strengthen technological breakthroughs in organic Rankine cycle power generation, absorption heat exchange centralized heating, and low concentration gas power generation, and promote the recovery and utilization of low-grade waste heat and pressure resources. Accelerate the development of waste heat recovery and utilization technologies for slag, steel billets, and steel, and promote the recovery and utilization of solid waste heat resources. Explore new ways of utilizing waste heat and pressure, encourage the research and development of waste heat temperature difference power generation, new phase change thermal storage materials, and liquid metal waste heat utilization heat exchanger technology. Promote cross industry collaborative utilization of waste heat and pressure, as well as the application of waste heat heating.


Lighting and home appliances. Promote the development level of energy-saving semiconductor lighting industry, accelerate the research and development of key technologies such as large-scale epitaxial chip preparation and integrated packaging, accelerate the industrialization of silicon substrate LED technology, promote the industrialization of key materials and equipment such as high-purity metal organic compounds (MO sources) and production-oriented metal organic source chemical vapor deposition equipment (MOCVD), and support the development of LED intelligent system technology. Significantly improve the energy efficiency level of major energy consuming household appliances such as air conditioners, refrigerators, televisions, and water heaters, and accelerate the promotion and application of general technologies such as intelligent control and low standby energy consumption technology.


Green building materials. Encourage the development of exterior wall insulation materials with good insulation, thermal insulation, and fire resistance performance, convenient construction, and long service life, low radiation coated glass, bridge insulation doors and windows, sunshade systems, etc. Develop and promote the integration of structural and insulation decoration exterior wall panels, and guide the application of high-performance concrete, high-strength steel and other building materials. Support the development of environmentally friendly building coatings and adhesives, promote the application of polymer waterproof materials, sealing materials, and heat reflective films.


(2) Environmental protection technology equipment


Prevention and control of air pollution. Accelerate the development of collaborative treatment technology for multiple pollutants in flue gas and its integrated processes, complete sets of equipment and catalysts, overcome ammonia escape control in low nitrogen combustion and denitrification processes, joint removal of PM2.5 and ozone precursors, and collaborative control technology for multiple pollutants in kilns. Develop technologies for the recovery and utilization of by-products from desulfurization, denitrification, dust removal, and mercury removal. Explore source control methods for volatile organic compounds (VOCs), develop and promote end of pipe treatment and combined treatment technologies such as adsorption concentration, low-temperature plasma purification, biological deodorization, photo oxidation, and photocatalysis, carry out VOCs treatment in industries such as petroleum and petrochemical, automotive spraying, and printing, and promote the demonstration construction of adsorption material regeneration platforms. Promote the upgrading of mobile source environmental protection such as engine and turbine internal purification, exhaust gas treatment, and evaporative emission control, as well as diesel engine (vehicle) emission purification. Strengthen the identification of sources of air pollution and the integration of regional joint prevention and control technologies. Promote technology research and development demonstrations and applications in industries such as steel and cement with the goal of achieving special emission limits or higher standards.


Prevention and control of water pollution. Strengthen the research and development of key technologies such as high concentration and difficult to degrade industrial wastewater treatment, eutrophication control of water bodies, and compliance with total phosphorus discharge standards, and focus on breakthroughs in water safety assurance technologies such as algal toxin treatment and removal of disinfection by-products from drinking water. Carry out research on groundwater pollution tracing technology, remediation materials and techniques, conduct forward-looking technology research on industrial wastewater biotoxicity, acute toxicity, etc., and develop new and efficient water treatment materials and efficient water treatment biological agents. Accelerate the promotion of reverse osmosis membranes and nanofiltration membranes, improve the performance of membrane bioreactors, and reduce costs. Carry out research and demonstration of efficient and low consumption domestic sewage treatment and reuse processes, and promote the harmless and resourceful treatment technology of sludge. Vigorously promote low-cost, micro power small-scale water treatment technology and livestock and poultry breeding non-point source pollution control technology, and promote the decentralized treatment of domestic sewage in small towns and rural areas, as well as production and domestic sewage in construction camps.
